National experts on secondment

Staff from other European public-sector bodies can work at the European Medicines Agency (EMA) for short periods of time through the national expert on secondment (SNE) programme. The aim of this programme is to enhance and develop the relationship between European public administrations. 

SNEs serve a dual role: they bring their expertise to EMA and take back to their home administration the knowledge acquired during their period of secondment.

SNEs remain in the service of their employer. Secondment is not equivalent to employment, nor does it lead to employment by EMA. 

Periods of secondment may last between six months and two years. This is renewable once or more, up to a total of four years.

Eligibility criteria

To be eligible for secondment at EMA, you must:

  • currently be employed in the public sector (such as a university, research institute, public hospital or regulatory body) in a European Union (EU) Member State;
  • have at least three years experience of administrative, scientific, legal, technical, advisory or supervisory functions equivalent to EMA's 'Administrator' function groups and, in some cases, also 'Assistant' function groups for highly specialised job profiles.   • have thorough knowledge of one of the official EU languages and satisfactory knowledge of a second  language. An SNE from a non-Member State must have a thorough knowledge of one EU language. For reference, see the Common European Framework of Reference for Languages.

Remuneration

EMA may reimburse all or part of the gross remuneration to the employer during the secondment and the employer’s social contribution.

EMA may also pay to SNEs:

  • a monthly travel allowance based on the distance to the place of origin;
  • a daily allowance during their secondment. 

Application and selection process

EMA publishes all its vacancy notices on its Jobs@EMA portal, including for SNEs.

EMA may publish vacancies for specific opportunities or a general call for expression of interest for experts on secondment. The Agency contacts candidates when a position becomes available. EMA keeps applications on file for three years.

EMA advises prospective candidates to check the portal for vacancy notices or create an alert to receive vacancy notifications by email.

Candidates can also create a candidate profile at any time, which can be used to pre-fill any future applications.
