Pay and conditions

The European Medicines Agency (EMA) offers competitive pay and a comprehensive welfare package with additional allowances depending on staff members' personal circumstances. In addition, EMA promotes a work environment that enables its staff to enjoy a healthy work-life balance.

The conditions of employment of staff at EMA are based on the rules, principles and working conditions of the European civil service. EMA follows the Staff Regulations and the Conditions of Employment of other Servants of the European Communities.

The Agency has no permanent officials, but is staffed mainly by temporary and contract agents recruited through open selection procedures. EMA may also sometimes recruit temporary or contract agents from the reserve lists drawn up by the European Personnel Selection Office.

Temporary agents

Temporary agent posts are classified according to nature of duties as:

  • Administrator function group (AD), comprising twelve grades from AD5 to AD16 corresponding to technical, administrative, advisory, linguistic and scientific duties;
  • Assistant function group (AST), comprising eleven grades from AST1 to AST11 corresponding to executive, technical and clerical duties;
  • Secretaries and clerks' function group (AST/SC), comprising six grades from SC1 to SC6 corresponding to clerical and secretarial duties.

There is a basic salary scale for each grade, divided into a number of steps.

Temporary agent contracts last for five years with the possibility of renewal for another five years, and further renewal for an indefinite period. Temporary agents serve a probationary period of nine months.

Contract agents

Contract agent posts are classified in four function groups (FG) corresponding to the duties and responsibilities involved, to be performed under the supervision of officials or temporary staff:

  • FG IV, comprising six grades corresponding to administrative, advisory, linguistic and equivalent technical tasks;
  • FG III, comprising five grades corresponding to executive tasks, drafting, accountancy and other equivalent technical tasks;
  • FG II, comprising four grades corresponding to clerical and secretarial tasks, office management and other equivalent tasks;
  • FG I, comprising three grades corresponding to manual and administrative support service tasks.

There is a basic salary scale for each grade, divided into a number of steps.

The duration of these contracts varies according to the needs of the Agency, up to a maximum of five years, which can be renewed for up to further five years. EMA may also grant a second renewal for an indefinite period. Contract agents with a contract lasting one year or more serve a probationary period of six months (FG I) or nine months (FG II, III and IV).

Local cost-of-living adjustment

Staff members' basic salary and certain allowances are subject to a local weighting (correction coefficient) to adjust it to the cost of living compared to Brussels.

The current London weighting is 133.5% and it is reviewed on an annual basis. The weighting for the Agency's future location, Amsterdam, the Netherlands, is 108.3%.

Expatriation and related allowances

Deductions

Staff pay a Community tax, which is deducted from their salaries at source. Deductions are also made for sickness and accident insurance, pensions and unemployment insurance.

Final remuneration package

EMA will calculate each staff member's final pay package based on their personal circumstances, by:

  • defining the staff member's grade and step, applying the local weighting;
  • adding the relevant allowances, applying the local weighting if relevant;
  • deducting social security contributions and Community tax.

Work-life balance

EMA aims to create and maintain a supportive and healthy work environment that enables staff members to have balance between work and personal responsibilities. It offers:

  • flexible working hours;
  • teleworking;
  • part-time working;
  • maternity and paternity leave;
  • special working arrangement for breastfeeding.

The basic annual leave entitlement is 24 days. This is in addition to EMA holidays.
