Procurement and grants

The European Medicines Agency (EMA) manages procurement through tenders published on a dedicated portal and in the official EU journal. EMA also awards limited grants and engages external experts via calls for expression of interest.

EMA publishes calls for tenders for the supply of goods, services and works.

Interested suppliers can apply to an EMA procurement procedure

They can also respond to a call for expression of interest for external experts.

EMA uses the EU Funding & Tenders Portal and the EU Official Journal to provide information on procurement procedures and ex ante (advance notice) advertisements.

EMA does not currently award grants, except for those related to the African Medicines Agency (AMA).

Calls for external experts

EMA may publish calls for expression of interest for external experts when it identifies a specific need for expert opinion and advice.

EMA examines applications and draws up a list of potential contractors. This list is valid for 5 years.

Any interested person can submit an application at any time during the period of validity of a list, except for the last 3 months.

EMA will select expert(s) from the relevant list based on the best match between the scope of the advice and the expert's profile, as and when required.

Current calls for external experts

This procedure is based on the provisions of Article 237 of the EU Financial Regulation and Article 93 of the EMA Financial Regulation. This call is directed only to natural persons. Any expressions of interest by applicants are to be submitted in accordance with the rules set out in this call.

The aim of this call is to establish a list of external experts for two groups:

  • Expert panels on medical devices and in vitro diagnostic medical devices
  • Pool of patient, consumer, and healthcare professional experts to provide expertise to EMA

The call for applicants for positions of experts remains open until 2029. 

Applicants may submit an expression of interest at any time prior to the last three months of validity of the list of available experts (5 years from the date of its publication).

Please be informed that due to a technical issue the call status in the EU Funding & Tenders Portal is displayed as closed. Please disregard this information. The call is open for submissions.

The Commission Implementing Decision (EU) 2025/1324 amending Implementing Decision (EU) 2019/1396 as regards certain administrative aspects related to expert panels and as regards the designation of an additional expert panel in the field of medical devices was published on 7 July 2025. This Decision introduces a new expert panel on Paediatrics and rare diseases.

A corrigendum to the current call for expression of interest for medical devices and in vitro diagnostic (IVD) medical devices experts has now been published on the EU Funding & Tenders portal: please refer to the Annex 1 Technical Specifications Medical Devices Experts for Lot 1. The call remains open for submissions at any time. Please note that experts who applied to the previous version of the call will need to re-apply if they wish to be considered for inclusion in this new panel.

Grants

EMA and the European Commission’s Directorate-General for International Partnerships (INTPA) have agreed to work together to help set up the African Medicines Agency (AMA).

As part of this agreement, EMA can give grants to support certain activities, in line with relevant EU rules.

Currently, EMA can only give grants through this agreement.

Procurement procedures

EMA primarily uses open procedures for tenders worth €143,000 or more. All economic operators with EU market access may participate in open procedures.

For tenders below €143,000, EMA applies negotiated procedures. This means EMA invites candidates to submit an offer. The number of invitees depend on the value of the tender:

Below €15,000

EMA invites at least one candidate to submit an offer. A direct invitation is sent with no advance publicity.

€15,000 – 60,000

EMA publishes an ex ante publicity on the Funding & Tenders Portal. It then invites at least three candidates to submit an offer.

€60,000 – 143,000

EMA publishes an ex ante publicity on the Funding & Tenders Portal. It then invites at least five candidates to submit an offer.

How to express interest

To express interest in a published call, start by creating an account for the Funding & Tenders Portal. Then select the relevant call and click on 'Express interest' and fill in the requested information.

After submitting your information, you will receive an acknowledgement of registration.

Please note that EMA is not obligated to invite you to tender or award you a contract after you have expressed interest to participate in a negotiated procedure.
